i had same issue on mine system and i have gone through the some site and i got some information. After that i used this information and i have solved mine issue. According to me this issue might occurs you’re CD / DVD is starting to fail. Ensure with Dell to see if they have a firmware bring up to date and driver CD / DVD. Uninstall your existing driver you are using windows and install bring up to date. If you're still hearing that capture sound, then you are more likely to CD / DVD should be changed and i think this could help you lot and you can solve your issue.

To stop illegal formation of ideal digital copies of DVD, information on most DVD is programmed. Your DVD decoder Windows Media Player has duplicate safety software that deciphers the in sequence in the DVD just before the show. If this software does not start correctly, you may get this error. Remove the DVD from the DVD drive and then reinsert it. This will oblige the duplicate defense software to restart. While the DVD is out of the unit, make sure the DVD is clean. If the DVD is scratched or dirty DVD drive may not be able to read properly and you may receive this error.

I would like to advice following steps so that you can solve your issue. If you have been capable to play DVDs on your computer previous to this, and get this error memo, you may be able to resolve the problem by reinstalling Windows Media Player or computer. If you get this error again now you need to updated decoder software. In accumulation to the DVD-ROM drive and player software, you have to contain a hardware or software decoder to work with DVDs. If you contain an earlier decoder installed, get in touch with the producer of the decoder to acquire an updated edition that is well-suited with Windows Media Player and Microsoft Windows operating systems.
